Fire instructor award story

This is my weekly critique. The article, as indicated by the post's title, is about Columbia Fire Department instructors being recognized by the state. It's a short piece, and that may be part of the reason there are holes in it. The biggest issue I had with it is that the lead begins, "Four Columbia Fire Department instructors ..." and ends, "... one who was named 2004-2005 instructor of the year." However, the story mentions only the instructor who received the top award, Lt. Rusty Bradley. Nowhere in the article do the names of the other three instructors honored appear. On a more picky note, instructor of the year seems to be the name of the award Bradley received. Shouldn't it be capitalized? If not, why? I also wish the article had given the amount of time Bradley spent teaching and traveling last year. I think that's relevant to the story, and should have been included. The story says he taught nine courses, but is that above or below the average number instructors teach? It also refers to Bradley averaging a 3.93 out of 4 in his evaluations, but fails to say who evaluated him and how often.
